This article evidences the key “military connections” to the TMT project, and raises scientific, technical, legal, and political questions based on this emerging intelligence. Questions include “Why did TMT officials lie to conceal the U.S. Air Force’s involvement in producing the CCID-61 ‘eye’ of the telescope?” “What impact can this knowledge of military connections have in the scientific v. cultural debate?” “Why must anti-and-pro TMT activists, litigants, and military strategists monitor events in the Taiwan Strait, the fighting in Afghanistan, and the growing nuclear threat in Iran?”
This knowledge reflects the growing tensions between the U.S. and China pursuant to space supremacy and nuclear defense capabilities, and may impact contemporary geopolitics and the commercial interests of war-makers.

Introduction
ON THE TMT’s WEBSITE, (which TMT officials removed after we exposed it), under the subject heading “Observatory/ Site Information/ Facts & Rumors,” officials make the following representation:
“The TMT is a purely scientific endeavor, and managed entirely by the university partners. There is no connection at all to the military.”

In Facebook responses to “Treason on Mauna Kea,” (July 13, 2015) published by these authors, Leonard G. Horowitz and Sherri Kane, on the website WarOnWeThePeople.com, TMT advocates working on Mauna Kea, and elsewhere, misrepresented, censored and/or diverted the debate over whether or not TMT is connected to the military.
These authors were disparaged for allegedly being “self-serving.” One was banned from posting the article and publishing anything on the “Stand for Mauna a Wakea” blog. Members of “Protect Mauna Kea” also censored the article. Another pro-TMT critic posting on the anti-TMT discussion group called the article “laughable.” Another called it “right wing” propaganda. Others smeared “Treason on Mauna Kea” as “conspiracy theory.” One man, who identified himself as a “peace activist,” and rejected these authors as “conspiracy theorists,” stated: “I don’t believe in conspiracy theories or God, I believe in ‘scientific chaos theory.'” Facebook blog administrators, including those representing themselves as supporting the “Lawful Hawaiian Government,” likewise struck the article and rejected the authors’ good faith correspondence.
Dominating debate on Facebook, on the “Protect Mauna Kea” blog, was Andrew Cooper, the host of “A Darker View.” Mr. Cooper was later determined to be an engineer working at Keck on the TMT Project.
Cooper denied extensive knowledge evidencing the military connections to the development of the “eye” of the TMT–the critical CCID-61 imaging technology developed by the U.S. Air Force’s Lincoln Labs in Massachusetts. The TMT/Keck employee downright denied, concealed, and evaded evidence published by his TMT supervisor, Brent L. Ellerbroek,
“There is a huge difference between buying tech from an aerospace contractor,” Cooper wrote, “and being used for a military purpose.”
Elizabeth Kubler Ross, the Swiss-American psychiatrist who pioneered near-death studies, and wrote the groundbreaking book On Death and Dying, defended her theory of denial as a necessary stage of coping with news of impending death.
Is there a military connection to the TMT?
The Oxford Dictionary defines the word “connection” as:
“A relationship in which a person, thing, or idea is linked or associated with something else.”
To have a “connection” therefore does not require “purpose,” merely association.
Public Relations (PR) officials working to promote the TMT are presumed to have chosen their words carefully in their media advertisements. They represented “no military connection” under a section entitled “Facts & Rumors.” Therein, TMT officials wrote specifically to the “rumor” that there was a connection to the military. Below is the text, and a screenshot of the official publication, that asks and answers:
“‘Is there any military connection to TMT?‘
No. The TMT is a purely scientific endeavor, and managed entirely by the university partners. There is no connection at all to the military”
PR executives published the words “at all” for emphasis after the word “connection.” Clearly TMT officials ruled out even a weak connection in order to reiterate its representation that TMT is a “purely scientific endeavor.”
But the “military connection” is absolutely certain. And the propaganda satisfies the legal definition of a “fraudulent misrepresentation.” That is, statement known to be false when it was made, in order to cause people to do things they would not do if they had full knowledge.
In fact, the purposeful concealment of at least one military connection, and evidence of others in Department of Defense publications, and the TMT’s own scientific documents, satisfies the legal elements of fraudulent concealment for which TMT officials are liable to the public and individual property owners.
The following publications and discussions clearly demonstrate, beyond any doubt, that the key “critical” Advanced Optics (AO) “prototype” instrument awaiting “first light” trials at the TMT, was designed, fabricated, and tested by the DoD/MIT Lincoln Labs for the United States Air Force (USAF). “First light” means when the technology first becomes operational. There is no doubt that China is working to convert this AO CCID-61 American military advancement at the present time to optimize the People’s Liberation Army (PLA) Space-based C4ISR (i.e., Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance). As stated in a recent report to Congress on China’s Space and Counterspace Programs:
“A robust, space-based C4ISR system is often described as a critical component of a future networked PLA. The necessity to develop space-based C4ISR systems is based on the requirement to develop power-projection and precision-strike capabilities. The development of long-range cruise missiles and ballistic missiles requires the ability to locate and target enemy ships and bases hundreds of kilometers away from China’s shores, as well as the ability to coordinate these operations with units from multiple services. In doing so, remote sensing satellites can provide intelligence on the disposition of enemy forces and provide strategic intelligence before a conflict begins. Communication satellites can provide global connectivity and can facilitate communications between far-flung forces. Navigation and positioning satellites can provide critical information on location and can improve the accuracy of strikes.”

Facts evidencing TMT’s military connection with DoD (MIT/ Lincoln Labs), Starfire Optical Range (Kirtland AFB) and the USAF
The following information confirming a military connection to the TMT sources from Keck “engineer” Andrew Cooper’s senior TMT instrument director, Brent L. Ellerbroek, who wrote:
“The LGS WFS design for NFIRAOS [Narrow Field Infrared Adaptive Optics System used in the TMT] features a ‘polar coordinate’ CCD array with a pixel geometry customized for use with elongated laser guide star images.” (Adkins2012).
“In 2011, MIT Lincoln Laboratory [US Air Force/Department of Defense] completed the fabrication, probing, dicing, frontside processing, back-side thinning, and packaging of several single quadrant, 30×30 subaperture prototypes of this device (see Fig. 8).” (Emphasis added.)

Furthermore, according to Adaptive Optics Systems III, Brent L. Ellerbroek [TMT AO manager]; Enrico Marchetti; Jean-Pierre Véran, Amsterdam, Netherlands, July 01, 2012:
“The polar coordinate detector is designed to address the problem of adaptive optics (AO) laser guide star (LGS) spot image elongation in Shack Hartmann wavefront sensors for extremely large telescopes. The prototype detector, designated the CCID-61, was developed in collaboration with the MIT Lincoln Laboratory [USAF/DoD]. The CCID-61 implements a detector for one quadrant (30 x 30 subapertures) of the planned 60 x 60 subaperture LGS wavefront sensors of the TMT early light AO system NFIRAOS.” (Emphasis added.)
The above expert intelligence contradicts Andrew Cooper’s repeated claim that the TMT contains simply “commercial,” but not “military,” technologies.
Cooper’s and TMT’s propaganda is also solidly debunked by his associate at Keck in the publication: “Measured performance of the prototype polar coordinate CCD array” by Sean M. Adkins W. M. Keck Observatory, 65-1120 Mamalahoa Highway, Kamuela, HI, USA 96743.
According to Adkins these military-produced CCDs are prototypes, not conventional, nor commercially available! Remember, the CCID-61 is the “eye” of the TMT in the Advanced Optics (AO) system.
Explaining the metaphor. The CCID-61 “sees” the light coming through the lens, records that image, and issues “real time” feedback and control over a special “deformable mirror.” This system enables the telescope to function like a general in the field of battle. It records intelligence, and issues orders in response to what enemies might be doing in space, including next moves so that the Air Force and/or the Navy can make instant adjustments, including weapons strike coordinates, via satellite telecommunications.
Explaining for technology buffs the unique problems this extraordinary intelligence gathering system can have due to its large size, Adkins reiterated the military connection, writing:
“The prototype detector, designated the CCID-61, was developed in collaboration with the MIT Lincoln Laboratory [USAF/DoD]. If a conventional detector is used, then a large number of pixels will be required for the detector, since the orientation of the axis of elongation varies across the detector. In effect the polar coordinate detector adopts an approach referred to as the “designer detector;” which takes advantage of the flexibility of computer aided design of CCDs, and the ability to fabricate semiconductor devices with very fine scale features. In brief, the idea of designer detectors is to discard the conventional approach to CCD design which uses a regular grid to define a two dimensional array of pixels. . . .
Adkins continued: “The CCID-61 was fabricated on a dedicated AO and high speed imager wafer run at MIT/LL [Lincoln Labs/USAF] jointly funded by WMKO, the TMT, and the Starfire Optical Range (SOR) of the Air Force Research Laboratory (AFRL). . . .”
Adkins then thanked seven (7) specialists, each with military clearances required to work on this project, thusly: “In addition, the author would like to especially acknowledge the contributions of Brian Aull, Brad Felton, Jim Gregory, Kay Johnson, Dan O’Mara, Robert Reich, and Dan Schutte, all of MIT/Lincoln Labs.”
So now you have at least two “military connections” to the TMT: (1) the USAF Lincoln Labs, and (2) the USAF Starfire Optical Range.
And there are more than these as you will read below.
(FYI: Starfire is the leading military Adaptive Optics (AO) facility for the U.S. military, located at Kirkland Airforce base in New Mexico. TMT is three times larger than Starfire. And when Extremely Large Telescopes (ELTs) are implemented at the Starfire range, or on Mauna Kea, the CCID-61 prototype shall serve to pioneer the military applications of the same or similar technology. A number of CCDs beyond 61 have been developed and are either being tested, or await testing.)

Q. Why Did TMT Officials Lie? (Alternatively, “How or why does China’s ‘partnership’ in the TMT threaten U.S. National Security?”)
Now you will need to judge whether this is a “conspiracy theory” or an actual conspiracy.
In simple terms, the TMT project will give China an advantage in space earned by years of USAF military R&D costing billions of dollars; and in return, America will get nothing new.
In return for granting Chinese “scientists” access to the CCID-61 technology, the Chinese will deliver nothing of military value, and nothing new in the world of astronomy either.
In fact, giving China access to the advanced prototype CCDs becoming field-operational for the first time in the giant telescope on Mauna Kea gives China a military advantage in space that potentially neutralizes, or certainly threatens, America’s satellites and satellite controlled nuclear defenses. With China having access to American military-developed CCDs, they will be able to shoot down our satellites in the highest orbits at ease–something that they are not able to do at present.
To consider this urgent matter in detail, you need some technical understanding of what the TMT AO system is, the problems faced by the Chinese vs. USAF researchers and developers who made it, especially the CCID-61 prototype that China will undoubtedly seek to convert to their own military uses once they have access to it.
Then, in contrast, if you are an American, and support American service men and women, you will probably feel like these authors do–completely betrayed.
Now the corporate-controlled media’s silence on this technology and its pending transfer from the US to China at the TMT is deafening. While Bruce/Caitlyn Jenner is making headline news, China’s allies in Iran and Afghanistan are testing America’s diplomacy and nuclear strategy that has taken years for USAF researchers and developers to evolve. Figuring out how to capture images in space that are prone to distort due to the increasing sizes of telescopes was not easy. The Chinese did not worked on this problem. The USAF did. America sourced this “prototype” technology. The hardware is so new that it still has “kinks” that are supposed to be worked out when the system goes online.
We considered what the Chinese are giving America, while threatening war in the Taiwan Strait, and aiding enemies in Afghanistan and the Middle East. The Chinese government now mass produces “drones” and/or missiles directed by satellite intelligence and images. These military systems would be greatly improved by applications of USAF CCD technology. It would give China the capacity to see and target military telecommunications satellites, better than the Chinese military can do now.
Here’s the tech speak on the AO system being given the Chinese “astronomers,” followed by a brief explanation of what America is getting in return:
“Integral to any AO system is the wavefront sensor (WFS). The WFS serves as the eyes of an adaptive optics system. It collects information about the phase aberrations in an incoming wavefront which is then used by the reconstruction algorithm to control the deformable mirror (DM).” Reference.
The “eye” of the telescope sees an image in space filtered through a yellow laser beam that cuts through the atmospheric distortion caused by pollution, bad weather, and more. Thus, the “eye” adapts to, and records, the light projecting from objects in space (light bouncing back off the objects). This military CCD system is described as “a low noise, polar coordinate CCD array optimized for helping the wavefront sensor.”
To be clear that the technological exchange is inequitable, China is said to be responsible for the “Laser Guide Star” (LGS) system. That system includes the array of 6 to 9 lasers that shoot a yellow (589nm) beam up above the atmosphere. That beam creates what is called a “point star,” or a group of “guide stars” called “asterisms.” These lasers, coupled with the AO system, increases the accuracy of measuring the light and sound signals (i.e., photons and phonons) returning from objects tracked in space. As mentioned, an adjustable mirror in the TMT is designed to adjust in nanoseconds to capture the clearest images possible, and track the objects better, such as satellites, missiles, or space debris. This enables military facilities on the ground to target the images most effectively.
But the lasers themselves, and the technology of creating the asterisms or wave front sensors, is nothing new, according to the experts.
Read what the Chinese government admitted–how much they are looking forward to getting their hands on this CCD TMT technology. And read between the lines. This is not simply about “astronomy research” or the ancient “Big Bang.” This impacts the pending “Big Bang” resulting from current events in the worlds of politics, economics, military science, the “balance of powers,” and what is happening in the world today.
To understand why China would want to partner in the TMT, read this article published by the Chinese Government titled, “Science Case for the Chinese TMT Project,” that states:
“China has no access to infrared CCD technology. . . . [T]he TMT project requires a multitude of expertise in science, technology, engineering and management; such teams are not yet mature within China. Lastly, the cost involved is prohibitive for any single country. All the proposed 30m class telescopes (TMT, GMT, and E-ELT) involve large international collaborations. The Chinese participation in TMT will bring a number of scientific, managerial, technological and industrial benefits to China:
- It will thrust China into the forefront of astronomy in the extremely large telescope era; it will establish a platform for China to collaborate and compete with world astronomers.
- It will also enable other large Chinese science projects such as LAMOST and FAST to realise their fullest science capabilities and potentials.
- It will enable China to learn key technologies in advanced optics, mechanics, electronics and automation, including technologies in IR CCDs that are inaccessible currently. [Emphasis added.]”
“The Chinese Astrophysics Strategy Committee ( 天体物理发展战略专家委员会 ), after careful deliberations, recommended the participation in the TMT as the highest priority for the future development of Chinese astronomy.
It should be noted that China’s investment in the TMT involves the LGSF, according to the Institute of Optics and Electronics (IOE). The IOE is part of the Chinese Academy of Sciences (“CAS”).2 The CAS acts in concert with the Chinese Astronomical Society. The CAS is the Astronomical Society’s parent group. The National Astronomical Observatories also falls under the CAS, which controls the Institute for High Energy Physics that operates on behalf of China’s nuclear energy and nuclear weapons industries. The government of China controls the CAS and its subordinate nuclear interests. In other words, the TMT “partnership” feeds China’s nuclear industry America’s most advanced military optics technology crucial to Star Wars operations against America’s nuclear defenses.
It would be unreasonable, and even treasonous, to argue otherwise, given the recent Congressional Report (February 18, 2015), titled “China’s Space and Counterspace Programs,” in which it is clearly stated (pg. 12):
Is the TMT’s “no military connection” advertisement a “fraudulent misrepresentation,” actionable in a court of law?
Throughout the “7-year public process” of securing consent for the TMT construction, officials consistently repeated the meme that the telescope was “pure science.”
To be against TMT was to be against “progress,” knowledge, and mankind’s future.
This agenda was carefully crafted and implemented in order to counterbalance, and ultimately displace, the “sacred” view held by philosophical and cultural opponents serving to protect Mauna Kea.
The idea that TMT was “pure science” legitimized the view that there should be a compromise. The propaganda placed the protectors of Mauna Kea on the defensive. After all, native Hawaiians were descendants of great mariners who looked to the stars for guidance. The pursuit of “pure science” and the exploration of the stars was part of our common heritage. The telescope is just a modern canoe. Surely Mauna Kea is big enough for both scientific exploration and the sacred to co-exist, the majority of people believe.
But the false characterization that the telescope has no military connection voids the project’s contracts and the public’s trust. The military involvement does not comport with the County of Hawaii Master Plan II F, Sec 153. And neglected questions/public hearings regarding these military connections, and their impact on the definition of “scientific complex,” which the lease exclusively permits and requires, were obviously obviated for DNLR permitting purposes.
The DECISION AND ORDER following the FINDING OF FACTS AND CONCLUSIONS OF LAW pursuant to the TMT permitting process in which the University of Hawaii at Hilo (UHH) prevailed against cultural objectors states in relevant parts:
Now that military connections to the TMT are irrefutable, and unreasonable considering the risk to U.S. National Security and the U.S. Military from giving China access to advanced military technology, the contract(s) are void.
Fraud vitiates all contracts, written or verbal, sealed or unsealed. [Landmark Dev. Group v. Tmk Assocs., 2002 Conn. Super. LEXIS 731 (Conn. Super. Ct. Mar. 5, 2002)] If an assignment, such as a land grant, is obtained through some kind of fraud, the entire assignment in invalid. Fraud destroys the validity of everything into which it enters. It vitiates the most solemn contracts, documents, and even judgments. [International Milling Co. v. Priem, 179 Wis. 622 (Wis. 1923)]
Dismissing lawsuits bearing on these military questions and public safety concerns in federal court is not likely to happen, because of the fraud and material facts in dispute. The military connections to the project, violating laws, neglecting officials’ public duties, fraudulently concealing from the public the facts, is not in the public’s interest and must be tried before a jury.
What if TMT and UHH officials were to apologize for committing fraud, would the project continue?
No. Not likely. Not without more fraud and crime committed in contempt of court(s).
The military connections negate the “purely scientific” purpose espoused by officials. For TMT officials to now argue, after these concealed connections have been disclosed, that TMT can be used for both science and military is at best disingenuous. Considering the real and present Chinese threat, that backpedaling could be adjudged treasonous.
TMT officials’ falsely-promulgated “no connection” meme runs contrary to “public trust doctrine,” especially since it makes Mauna Kea a military target, as well as a military asset.
The permit was given without any reference to these facts. Under statute and administrative rule 2C23A, the proposed land use is consistent with the “conservation district.” That includes conserving, protecting, preserving, and promoting long-term sustainability, public health, safety and welfare, under 13-5-30 of the Hawaii Administrative Rules. This cannot be accomplished if everyone is forced to worry about the fraud, military attacks, and risk of the Chinese wiping out America’s satellites and nuclear defenses.
Also the project needs to conform to the “Master Plan’s” goals and objectives, and be consistent with the Master Plan’s design guidelines. This same Master Plan requires community involvement in the management of Mauna Kea as a “scientific reserve.” The general lease allows for the UHH to use the leased land as a “scientific complex,” and as a buffer zone to prevent activities inimical (i.e., against) to said “scientific complex.”
So one big issue is whether the proposed land use is consistent with the criteria set forth in Hawaii’s Administrative Rule section 3-5-30(C). And because there has been so much fraud, and no public participation or debate on all the above risks, material facts, and the military applications, a simple apology is insufficient.
In fact, now that there are so many material facts in dispute, a trial by jury is required to resolve all the claims and counterclaims the project, fraud, and damages have caused.

Why did TMT officials willfully and knowingly misrepresent and conceal military connections?
1) Public Approval: The idea of “pure science” was so important to the telescope’s public approval, TMT officials strategically and categorically denied that the military was connected to the design, manufacture, and testing of one of the telescope’s key components–the CCID-61–the “eye” of telescope that could be instrumental in missile guidance, satellite recognizance, and nuclear defense.
That Law passed by Congress states, in relevant part (with emphasis added):
(a) Presidential control of exports and imports of defense articles and services, guidance of policy, etc.; . . . negotiations information
- (1) In furtherance of world peace and the security and foreign policy of the United States, the President is authorized to control the import and the export of defense articles and defense services and to provide foreign policy guidance to persons of the United States involved in the export and import of such articles and services. The President is authorized to designate those items which shall be considered as defense articles and defense services for the purposes of this section and to promulgate regulations for the import and export of such articles and services. The items so designated shall constitute the United States Munitions List.
- (2) Decisions on issuing export licenses under this section shall take into account whether the export of an article would contribute to an arms race, aid in the development of weapons of mass destruction, support international terrorism, increase the possibility of outbreak or escalation of conflict, or prejudice the development of bilateral or multilateral arms control or nonproliferation agreements or other arrangements.
- (3) In exercising the authorities conferred by this section, the President may require that any defense article or defense service be sold under this chapter as a condition of its eligibility for export, and may require that persons engaged in the negotiation for the export of defense articles and services keep the President fully and currently informed of the progress and future prospects of such negotiations.
Assuming, for the sake of argument, that the U.S. had signed an official treaty with China permitting TMT officials to transfer or “share” the CCID-61 with China that is allied with (and trading with) enemies at war with America, such as the Taliban in Afghanistan, even that exception would not be permitted under 22 USC 2778, because this law limits the scope of such a treaty for:
- (III) defense articles and defense services listed in the Missile Technology Control Regime Annex Category II that are for use in rocket systems, as that term is used in such Annex, including associated production facilities, software, or technology;. . . . (Emphasis added.)
The “eyes” of a telescopic system developed by the USAF that could be used militarily for rocket or missile guidance or defense, appears to be technology that would fit this 22 USC 2778 description.
The question is, therefore, not whether the TMT has an astronomical purpose, or a military purpose, or both. The cat is now out of the bag. Even if officials were to claim a dual use, restrictions would kick in under the Arms Export Control Act, and the first question to be asked is whether the CCID–61 would be considered “significant military equipment” restricted for transfer to the Chinese in accordance with section 120.19.
And that answer has already been concealed. The answer, in these authors’ opinions, is “Yes.”
So we are calling upon TMT officials to come clean now, to inform people honestly that its “prototype,” the “ultimate” CCID-61 Air Force property and technology, illegally administered on State, or otherwise Hawaiian, property is significant. (No one has addressed this question.) Further, we are petitioning by this article and public “Notice” officials of the DLNR to suspend UHH’s license pending further investigation in this matter.
Since China supports the Taliban in Afghanistan, and is preparing for war against the United States in the Taiwan Strait or even Iran, what should TMT officials and citizens claiming interest in Mauna Kea do?
Unless they wish to commit treason against America, they should stop the project that threatens violations of the Trading With The Enemy Act, returning any money or property to China that China has invested in the TMT, and terminate the “partnership” in good faith.
To reiterate, America’s key contribution to the TMT project is the NFIRAOS (Narrow Field Infra Red Adaptive Optics System), that includes the Wavefront Sensor, and CCD “eyes” of the Wavefront Sensor. Alternatively, China purportedly contributed the Laser Guidestar Facility, (LGSF). The former is new, extraordinarily powerful military developed technology, while the latter is relatively old, not especially powerful and commercially available technology. Return it to China.
China’s investments in the project should be refunded, reflecting the official Chinese intelligence report of Kai Wei, Institute of Optics and Electronics (Nov. 4, 2014), in the “TMT LGSF (Laser Guide Star Facility) Cooperative Study.”
The remaining “partners” could then, conceivably, continue the project and its legal defense, providing they do it in good faith without breaking more laws.
Under the present circumstances, and the Arms Export and Trading with the Enemy Act of 1933, TMT officials are required to serve Notice to the President of the United States, and his “Alien Property Custodian,” as codified in Title 50, Section 3, of that Act.
Reason?
The definition of “ally of enemy” in that law makes TMT project officers and their PR “trolls” serving propaganda on the Internet on behalf of China and their concealed special interests traitors to America, and especially the citizens of Hawaii.
China has been harshly criticized recently by Hillary Rodham Clinton for “trying to hack into everything that doesn’t move,” and putting American National Security interests at risk. Related warnings have come from Republican Rep. Dana Rohrabacher, Chairman of the House Foreign Affairs Subcommittee on Government Oversight, who has blasted China for funding anti-U.S. radio broadcasts supporting the Taliban.
“That China would be involved in anti-U.S./NATO broadcasts in Afghanistan should not be surprising, especially in the Pashto language,” Rohrabacher told the Free Beacon in a recent statement. “It is from the Pashtun tribes in Afghanistan and Pakistan that the Taliban recruit.”
Thus far, TMT officials and their PR minions have censored, concealed, misrepresented, or diverted from intelligence that risks U.S. National Security, to benefit mainly their bank accounts, egos, and China.
Quoting again from the Congressional Record “China’s Space and Counterspace Programs,” (pp. 13-15):
Below is the law3 that can and should be used against this grave risk to America, even civilization as a whole. This law also promises Mauna Kea protectors and cultural defenders relief, and even possibly the return of the contested property to its rightful owner(s).
The first legal requirement is that TMT officials submit at least one, perhaps two, “reports” of their alliance with China, honestly and openly detailing the advanced “prototype” U.S. Air Force technology—the CCID-61—being traded with the Taliban’s ally, very probably providing China with the capacity to knock out America’s nuclear defenses and satellite telecommunications.
Those legitimate parties claiming an interest and ownership in Mauna Kea can and should file reports or notices to: (1) President Obama; and (2) the Alien Property Custodian, to seize Mauna Kea to be held in trust pending “due process” and adjudicating all the claims of all the parties claiming damages and threats to America.
Q. What if TMT Officials Were to Claim a “Dual Use” for the CCD Technology?
We posed this question to California Attorney at Law, Mitch Fine. He replied that TMT’s sharing of the CCD “prototype” technology in “partnership” with China could reasonably be considered a “transfer of military equipment.”
According to the U.S. Export Control System, Fine explained, “Goods and technologies are considered to be dual-use when they can be used for both civil and military purposes, such as special materials, sensors and lasers, and high-end electronics.”
“In 1999, in response to the transfer of space technology to China by two U.S. Corporations in violation of military export rules, the National Defense Authorization Act required all space technology exports to China be treated as a military transfer.
“In 2009 this law was amended, but in 2012 the Office of the Secretary of Defense’s Annual Report to Congress for 2011 on Military and Security Developments Involving the People’s Republic of China concluded:
‘As China advances in operational space capabilities, it is actively focusing on how to destroy, disrupt, or deny U.S. access to our own space assets…
‘…China’s continuing efforts to acquire U.S. military and dual use technologies are enabling China’s science and technology base to advance its defense industrial capability and to improve its technological acumen in areas critical to the development of military weapons and communications systems…
‘…Many of the organizations comprising China’s military-industrial complex have both military and civilian research and development functions. This network of government-affiliated companies and research institutes enables the PLA to access sensitive and dual-use technologies under the guise of civilian research and development. The enterprises accomplish this through technology conferences and symposia, legitimate contracts and joint commercial ventures, partnerships with foreign firms, and joint development of specific technologies…
‘…China’s civilian and military space industry are fused together such that reasonable regulators must consider the high likelihood that space-related items and technology will be diverted from a civil use and applied to military programs.'”
“The application of civilian technology to military use is a tradition with a rich pedigree in modern Chinese history… party officials unveiled the “16-Character Policy” in 1997, a directive intended to foster mutually reinforcing relationships between China’s military and commercial institutions. The instructions contained in the 16 characters translate literally as: “combine the military and civil” (jun-min jiehe); “combine peace and war” (ping-zhan jiehe); “give priority to military products” (jun-pin youxian); and “let the civil support the military” (yi min yan jun), (U.S. DTRA/ 9.2010)”
Says Fine, “My concerns were definitely heightened by this Report to Congress and after reviewing the U.S. Defense Threat Reduction Agency’s findings on China’s past acquisition of dual use technology for military purposes. If it is determined that the DOD polar coordinate CCD prototype, or the Geiger-Mode Avalanche Photodiode (GM-APD), are dual use technologies, it would be my hope that this would trigger a review by U.S. Strategic Command prior to allowing China access.
If officials and citizens claiming interest in Mauna Kea fail to act, what could happen?
New technologies providing advanced military capabilities are expected to be added to the TMT and positioned on Mauna Kea or elsewhere, including energy weapons.
Below is a screenshot of one of many military defense contractors’ websites, showing contracts given to NANOHMICS that give us some idea of these rapid advancements in Star Wars capabilities, including directed energy weapons; and even how the military has been gearing up to fight the Chinese in the Taiwan Strait.
According to the DOD, in its Annual Report to Congress titled “Military and Security Developments Involving the People’s Republic of China, 2015,” China’s ability to conduct long-range reconnaissance and strike operations is a very serious liability.
China is advancing its development and deployment of UAVs, that is, “unmanned aircraft systems,” such as drones. Quoting that recent publication, “Some estimates indicate China plans to produce upwards of 41,800 land-and-sea-based unmanned [AUTONOMOUS] systems, worth about $10.5 billion, between 2014 and 2023. During 2013, China began incorporating its UAVs into military exercises and conducted ISR over the East China Sea with the BZK-005 UAV. In 2013, China unveiled details of four UAVs under development—the Xianglong, Yilong, Sky Saber, and Lijian—the last three of which are designed to carry precision-strike capable.” (Emphasis added.)
Many industry articles relay the seriousness, even urgency, of concealed technology transfers involving the two superpowers–the U.S. and China–preparing for a “Space Pearl Harbor.” One such article was written by Craig Covault titled, “US Warns China to Halt ASAT Threats as Defense Dept. Reorganizes for Improved Space Warfare Capability.” Covault wrote, “Significant changes are underway in U.S. military space operations due to the growing threat from Chinese anti-satellite (ASAT) weapons and the exponential growth in lightsats and CubeSats that threaten to “darken the sky,” consuming huge bandwidth while also raising new satellite collision dangers.
The “darken the sky” vision may refer to the capacity of China to “darken the sky” in the Taiwan Strait with thousands of drones targeting America’s largest aircraft carriers in the Pacific Fleet. The drones could be equipped with torpedoes and missiles. America’s fleet largely depends upon satellite telecommunications that could simultaneously be compromised by the Chinese, especially if they were to make use of the technology transferred to them through the TMT project.
Hawaii, currently under American military occupation, could soon fall under China’s occupation, since the Pacific Fleet is increasingly being made more vulnerable through covert “business deals” involving military contractors and China. The actual TMT contract between the partners and China is nowhere to be found on the Internet.
Since the 1980s, wrote Joseph Bosco for The Diplomat (May 15, 2015) Taiwan has advanced through a phased “planned transition to democracy;” meaning “that Washington and the West . . . Americans, and Japanese, could look at Taiwan as a moral and political soul mate, certainly by contrast to a country ruled by the Chinese Communist Party.”
When President Obama announced what he called the U.S. “pivot to Asia” before the Australian parliament in 2011, Bosco recalled, “he linked America’s strategic interests [in Taiwan] to the success of democracy in the region and pledged ‘every element of American power’ to achieving ‘security, prosperity, and dignity for all.’”
America’s commitment in defense of Taiwan against Chinese aggression – as well as to stability in the Taiwan Strait that might be threatened by military action against Taiwan by China. Such conflict is rationalized by “Taiwan’s geopolitical position in East Asia and America’s own strategic interests.” General Douglas MacArthur, who was responsible for the postwar transitional administration of Japan, said:
“I believe if you lose Formosa [i.e., Taiwan], you lose the key to our littoral line of defense . . . the Philippines and Japan both would be untenable from our military point of view.
[F]rom our standpoint we practically lose the Pacific Ocean [including Hawaii] if we give up or lose Formosa. . . . We do not need Formosa for bases or anything else. But Formosa should not be allowed to fall into red hands.
If the enemy secured Formosa and secured thereby the Pacific Ocean, that would immeasurably increase the dangers of that ocean being used as an avenue of advance by any potential enemy.”
Conclusion
We have obviously entered a new era in military preparedness, in a most turbulent age of geopolitical and economic instability. At the time of this writing, the Obama Administration’s Pacific Fleet and military space commanders have openly protested against China’s anti-satellite (ASAT) developments. China’s capacity to knock out America’s strategic nuclear weapons satellites is chilling, nightmarish, and now very real.
In the view of these authors, based on certain military concealments, the TMT may play an important role in America’s downfall. The CCID-61 provides China with the technology to administer a “Space Pearl Harbor.” Since this could be a re-run of 1941, these authors are compelled by public duty doctrine to bring this information to the public’s attention.
With the TMT, State and federal policy makers have been caught in a lie. They told us the construction had “no connection at all to the military,” Now that lie is shown to risk U.S. National Security.
Our nuclear defense strategy has been central to U.S. foreign policy for the past sixty years. During that time the war industry has shifted rapidly, especially during the past two decades with the emergence of satellite telecommunications and directed energy weapons. The speed and accuracy of this war technology has rapidly moved to China.
“Pride comes before the fall.” America’s openness and arrogance about their nuclear supremacy, sharing increasingly intelligence, military secrets, and technologies with China is the West’s Achilles heal.
War history forebodes reliance on outdated methods and materials resulting in defeated nations. Examples include the rapid defeat of France by “Blitzkrieg methods” used by the Nazis. Germany’s armored infantry with close air support annihilated foot soldiers exclusively relied upon in previous wars. World War II similarly ceased with two nuclear bombs. World War III is expected to follow this pattern of innovation. Officials predict the Pacific Fleet will engage drone-darkened skies, at a time when its satellite telecommunications and America’s nuclear defenses may go offline.
Call the President and your favorite Senator. Tell them what TMT officials have been concealing at everyone’s risk.
When we peel off TMT’s mask, what we see is not a vision of an open ended quest for knowledge. What we see is a hand full of university astronomers who are willing to defile a sacred mountain, and compromise US national security, in order to gain access to the latest astronomical toys for their viewing pleasure.
These agents of deception, by concealing their trade with the enemy using advanced C4ISR technology that is critical militarily, are traitors and should be treated as such.

3. This Law reads as follows:
Lists of enemy or ally of enemy officers, directors or stockholders of corporations in United States
“Any person in the United States who holds or has or shall hold or have custody or control of any property beneficial or otherwise, alone or jointly with others, of, for, or on behalf of an enemy or ally of enemy, or of any person whom he may have reasonable cause to believe to be an enemy or ally of enemy and any person in the United States who is or shall be indebted in any way to an enemy or ally of enemy, or to any person whom he may have reasonable cause to believe to be an enemy or ally of enemy, shall, with such exceptions and under such rules and regulations as the President shall prescribe, . . . or within thirty days after such property shall come within his custody or control, or after such debt shall become due, report the fact to the alien-property custodian by written statement under oath containing such particulars as said custodian shall require. The President may also require a similar report of all property so held, of, for, or on behalf of, and of all debts so owed to, any person now defined as an enemy or ally of enemy, . . .
The alien-property custodian report or Notice might ask for “declaratory judgment” on the questionable contract and property use between the Univ. of Hawaii et. al., and the TMT China et. al. alliance leasing Mauna Kea. Whether this lease was legally executed (i.e., honestly—without concealments and misrepresentations) needs to be included in the “Report” of the alliance involving current ally of the Taliban, China, including details of the threat of knocking out America’s nuclear defense and threat to telecommunications using the CCID-61, since related laws read:
(b) Any contract entered into prior to the beginning of the war between any citizen of the United States or any corporation organized within the United States, and an enemy or ally of an enemy, the terms of which provide for the delivery, during or after any war in which a present enemy or ally of enemy nation has been or is now engaged, of anything produced, mined, or manufactured in the United States, may be abrogated by such citizen or corporation by serving thirty days’ notice in writing upon the alien property custodian of his or its election to abrogate such contract.
(a) Any person not an enemy or ally of enemy claiming any interest, right, or title in any money or other property which may have been conveyed, transferred, assigned, delivered, or paid to the Alien Property Custodian or seized by him hereunder and held by him or by the Treasurer of the United States, or to whom any debt may be owing from an enemy or ally of enemy whose property or any part thereof shall have been conveyed, transferred, assigned, delivered, or paid to the Alien Property Custodian or seized by him hereunder and held by him or by the Treasurer of the United States may file with the said custodian a notice of his claim under oath and in such form and containing such particulars as the said custodian shall require; and the President, if application is made therefor by the claimant, may order the payment, conveyance, transfer, assignment, or delivery to said claimant of the money or other property so held by the Alien Property Custodian or by the Treasurer of the United States, or of the interest therein to which the President shall determine said claimant is entitled: . . . .
Then the President, without any application being made therefor, may order the payment, conveyance, transfer, assignment, or delivery of such money or other property held by the Alien Property Custodian or by the Treasurer of the United States, or of the interest therein to which the President shall determine such person entitled, either to the said owner or to the person by whom said property was conveyed, transferred, assigned, delivered, or paid over to the Alien Property Custodian: . . .”
